Form mailing agent

Hi
I am not sure if I am in the right place but here is my problem
There several plugins that will allow me generate forms
but none of them provide what I am looking for.
So I create a forms to my standards so here is the problem
I basic static site I would use formmiale or some other php application
to assist in mailing of the form on the screen
However I had try same php application I would use for a static site and it not working.
Ok here is the question are any plugins available that can be use fro this purpose what I am talkink is this
