 * We use this form input to send EMERGENCY messages to our notification sysytem.
 * I would like to set up the form so that no matter what the user types, the message
   is sent out in ALL CAPS (per our standads)
 * Is the best way to control this through CSS?
 * If so, what part of the code should be modified?
