fopen error, is this a DNS problem?

i am continually getting this error, its intermittent, it will only show up on the first page load, then when refresh is clicked, it goes away. soon after that when another page is loaded, it shows up again, and i have to click refresh.
this only happens on my local testing server luckily, not on the production server.[QUOTE]ERRNO: 2
