fopen error, is this a DNS problem?

i am continually getting this error, its intermittent, it will only show up on the first page load, then when refresh is clicked, it goes away. soon after that when another page is loaded, it shows up again, and i have to click refresh.
this only happens on my local testing server luckily, not on the production server.

is there any link to why it goes away after refresh? it seems to me that either a connection isn’t ready until the server is triggered (ie.. something is sleeping, or something is happening too fast for the server to react, or there’s an error in the code to where it doesn’t get the info it needs until refresh of the page.)
