Footer link in a new tab or window

Hi; am looking for a way to make the Footer Text a link in a new tab or window and not in self tab. ¿Can anyone help me to do this. ?

I see this in line 200 in oauth_twitter_widget.php in plugin folder

echo “<div id=\”oauth-twitter-follow-link\”>”.apply_filters(‘widget_title’, $footer).”</div>”;
