 * Foo Gallery is not loading properly unless I’m logged in. I’m not using any caching
   plugins and I have disabled all other plugins and tested the page. It looks like
   the JavaScript and CSS files are not loading like they should. Is there something
   I need to do to get this plugin working properly?

 * I’m sorry to learn that you are going through this issue. I have however had 
   a look at the page you shared and can see that the FooGallery gallery added to
   that page loads perfectly as expected.
 * Kindly confirm, on an incognito tab if possible, if that’s now the case from 
   your end too or if the issue still persists. Thanks
