    I think we got it. That is a server / access issue – if you try to access the font icons file (for e.g. Elusive) you get a 403 error. Try for yourself:
    http://www.hs2-cubbington.net/wp-content/plugins/widget-icon/assets/elusive/font/Elusive-Icons.woff

    Normally this file can be accessed via browser, and so the icons are displayed. In your case it is not possible, thus there is an empty sign in widget header, not the selected icon.

    My advice: try to check Widget Icon plugin folder permissions or ask your hosting provider to do so. Or just ask why the file path above is not accessible. It should be enough information to solve that by your provider.
