  • Using WordPress version 5.2 and Chrome Version 74.0.3729.157. Classic Editor plugin of course. When I insert a picture at the beginning of the content area, then click the picture, the alignment controls popup opens as expected. But when I move the mouse over the popup, it starts to flash rapidly and I can’t click any of the controls.

    I can work around it by changing the zoom factor of the browser to fairly large.

    The page at the given URL shows screenshots of the browser’s developer pane showing the flashing in two different phases, with the style of one element changing to have display:none in it. This has to be some contending hover events, though why you would hide this toolbar on a hover event of anything, I don’t get.

    This sounds like something from your theme or a plugin. I just tried it and could not reproduce the problem.
    You can try the Health Check plugin in Troubleshoot mode to isolate which code is causing it by disabling plugins for your user only, without affecting site visitors.
