Flash not loading

I want to add a flash movie to my website. I copied the html code to the page that I want the flash to be on, and I uploaded the AC_run_active_content.js to the server. However, when the page loads, I get the message “This page requires AC_run_active_content.js to load.”
Why is it not reading the js?
Any help would be greatly appreciated!
