 * How can I make the header image fixed at the full height of 400 pixels so it 
   doesn’t get cut off when the browser window is different sizes? I don’t so much
   care about the width…

 * not understand the question, you’re talking about height then width, want to 
   change you?
    sizes are defined in the file functions.php of the theme
 * in style.css, image is handled there
    #parallax-bg
