Fix for Blog by Email Feature

Judging from all the forum post on the email blogging feature, it seems like this is an issue begging for a resolution. The documentation does not adequately deal with all the problems users face; some of the information is way out of date (for example, it recommends using WP-Cron plugin, which has not been updated for 2.6).

PLEASE – some attention from the engineers to get this feature working smoothly!
