Will this work when using a firewall from the likes of Sucuri or Cloudflare?

Yes, configuring the “reverse proxy” should be enough so that the website can know the real user IP, you might have to change options in the Firewall as well. Cloudflare has its own country detection mechanism which you can use in this plugin as well, or instead of the plugin.
