I have to say I am not seeing a “finish setup” prompt from the screenshot shared.
Could you please share a copy of your site’s System Status to give us more insight? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.
Also, please check for any fatal errors under your page here: WooCommerce → Status → Logs, and look for any recent Fatal Errors listed there.

Thank you for sending the System Status.
WooCommerce shows the “Finish setup” button when it detects some pending installation step. It is normally displayed on all WooCommerce admin pages except for the initial page (/wp-admin/admin.php?page=wc-admin).
Please try clicking the button and going again through each step. If the message persists after that, it should be due to a conflict with your theme or with another plugin. You can troubleshoot that with a conflict test:
* Temporarily switch your theme to Storefront
* Disable all plugins except for WooCommerce
If you don’t see the problem after that, next you should reactivate the theme and plugins one by one, testing after each reactivation, until you find the one that was causing the issue. You can find a more detailed explanation on how to perform this test here.

When I turn it off I no longer have the button!
