Finding if page is a category at plugin level

Hi

I am trying to write a plugin which needs to know if the page is a category page or not and then do some stuff

i have tried is_category() but it always returns false… i was thinking maybe the plugin level needs a different way of finding if the page is a category page or not

Any advice ?
