I’m new in wordpress -)

So the problem is i need a filter for a tags with 3 drop down box’s

Like this:
get_tags(include=4,5) + get_tags(include=6,7)+ get_tags(include=8,9) + submit button = result

If possible without plugin, i found this but there is only one drop down box
