1 – There’s an inconsistency between the terminology for Filter Classes and Review Cover Types. The menu option is “Filter Classes”, but the edit page consistently refers to “Review Cover Types”.

2 – I found that when I click the button to “Add New Cover Type”, nothing happens (or nothing seems to happen). But if I then click on the menu “Filter Classes”, the new class/type is displayed in the list, and the screen is ready to add a new Cover Type. Perhaps in my case this is due to a plugin conflict, but terminology issue makes me think otherwise.
