Filter based on user metadata field

We would very much like to be able to only display some specific users. Currently we use the include/exclude parameters, but it is not really feasible to require our non-tech-savvy admin ppl to look up user ids and manually edit a bunch of pages when we add or remove users from the site.

What we really need is some sort of filter based on a custom field in the user metadata. I was looking at user taxonomy but it seems much more complex than what we need. Also I don’t believe the current taxonomy/terms parameters filter on user taxonomy?

get_users doesn’t seem to have a good candidate parameter for this either, so I don’t know if this is an easily solvable problem.
