Files missing from latest WordPress download?

Hi folks

I’ve just downloaded the latest UK WP build from
https://en-gb.wordpress.org/ and I notice a couple of files I was expecting to see, are missing, namely: front-page.php and home.php.

I was expecting these files to be in the folder:
\<wordpress-install-folder>\wp-content\themes\twentysixteen – as they are mentioned in the documentation on the template hierarchy here: https://developer.wordpress.org/themes/basics/template-hierarchy/#front-page-display

But the files seem to be missing. Are these files perhaps deprecated in the latest version of WP or maybe I am looking in the wrong place?
