 * I have installed Windows 8.1. I use xampp for my learning WordPress and developement
   sites. I can access the localhost server and the websites but when I try to update
   themes or plugins I get this message:
    Warning: unlink (C:\users\Des\Appdata\
   Local\Temp/wordpress-seo2.tmp): Permission denied in C:\xampp\htdocs\mywebdev\
   wp-admin\includes\file.php on line 479 Download failed. SSL read: error:1408F119:
   SSL routines:SSL3_GET_RECORD:decryption failed or bad record mac, errno 0
 * Can anyone please help me to understand and resolve this issue.
