file permissions

I am trying to edit template files and all the files are locked. I have tried downloading, saving, permissions state that I can read and write the file…but when I upload the file I get the same message at the bottom of the page .

I am using fugu on my mac and the permission set for the template folder is drwxr-xr-x and the individual files are -rwxr-xr-x. I can not figure out how to change the permissions.

Could someone help me out. I would greatly appreciate it! 🙂
