    My question is this php file where build in wordpress wp-includes files?

    I did not found any of it when I did download the wordpress and tried to rewrite the code on file by using CPanel, but could not find any of it on wordpress files downloaded from wordpress.org,

    Please let me know if I can delete it.

    That is not a WordPress file, so you should definitely remove it.

    Next, carefully follow this guide. When you’re done, you may want to implement some (if not all) of the recommended security measures.

    James, one more question where I can find plugins Update history on WordPress.org page to see which of the plugins are most updating and improving their features and abilities.

    The advice is to keep plugins updated when there is an update, not to use plugins that receive regular updates.
