 * In ANother WP Classifieds I am running the Free Download….
 * In the FEES area, can I Charge Fees for my 3 Month, 6 Month and 1 Year ads but
   NOT charge Fees for my 1 Month Ads as an Introductory Offer to announce the classifieds?
   Do I need any special elements or plugins to do that? Or simply set the price
   for my 30 day (1 Month) ads to $0?
 * Last but not least, when the Introductory Special is over, can I change that 
   back to a certain fee without effecting anyone already running ads in that Group(
   1 Month Ads)?

 * Yes, you can do all of that. You need to create 4 fee plans–the first 3 you mention
   above, with a non-zero price and the lengths you mentioned. The last fee plan
   set to 30 days and 0.00 price.
 * Later, when you change the lowest fee plan, it will only affect existing ads 
   when they get placed. As the original free ads come up for renewal, they will
   be asked to renew under the new fee plan (whatever you change it to).
