FedEx Shipping Method option is not appearing in the cart

When a customer tries to calculate shipping costs for their order, when shipping within the United States, the only shipping option they see is UPS. For some reason the FedEx option is not appearing.
When an international customer calculates shipping costs, they can choose between both UPS and FedEx.
Would anybody be able to share some insight into what could be causing this issue?
