[Feature Request] Stop Tweets when the date and time isn't change

Is there a way to prevent the plugin tweets edited posts that don’t have the time and date modified? What I am asking is a way to add a condition to this plugin by preventing it from tweeting any post unless the date and time is change to your computer current date/time. I will really appreciate if this is possible.
