Feature Request: Special Message

First of all, thanks once again for a great plugin.

Here’s the end result I’m looking for:

When a client logs into their WordPress website and arrives at the Dashboard, the very first thing he/she see at the top of the all the panels is a special message area (could be just another panel, but it needs to be forced to the very top position and highlighted to be noticed).

It seems that WLCMS already has the functions which could be leveraged/tweaked to make this work – and this would eliminate the need to install another possibly conflicting plugin to achieve this.

Like the other custom panels it could be assigned by user role.
