 * According to [this ticket comment](http://core.trac.wordpress.org/ticket/21770#comment:1)
   by a WordPress dev, the WordPress core “feature pointers are designed only for
   internal pointers.”
 * I would like to know if the WordPress team or other devs have alternative recommendations
   for alerting WordPress users of new plugin features. Thanks!
