What happens when you:
1) deactivate all plugins
2) Revert to default theme
do you still get the same error?

Havent tried that yet.
Can the plugins cause that?
Should I build the blog first, then activate the plugins?
I am using the Revolution Code Blue Theme – installed from Disk.

The error on theme.php suggests that there is something amiss with your theme. Deactivating plugins and reverting to default theme is a very fast way of eliminating those two as causes. Standard WP troubleshooting technique.
Also, I would have thought that the Revolution Code Blue Theme forum would be a preferred forum for resolving issues with themes sold by Brian Gardner.

So, using standard WP themes better.
I did however get the same message from default.
I just went back and tried again.

Is it possibly the hosting accounting not giving enough time to load something.
30sec, too quick for South African, 3rd World Bandwidth..
We haven’t even sniffed T1, T3 yet.

Please ensure:
1) You have reverted back to default theme.
2) Deactivated all plugins
(both “1” and “2” at the same time)
Test again.

I have done everything. Deleted everything, images, theme, deactivated plug-ins and I still get this error. It has to be a problem with WordPress because I have started from scratch now and it’s still causing these errors:

Seems like everyone has some sort of answer for this problem but no real solution.
