Fatal error on wp-admin login page

When I try to login to my wordpress via wp-admin, I get this error message.
Fatal error: Call to a member function get_page_permastruct() on a non-object in /home/ginger/public_html/wp-includes/link-template.php on line 274What is the problem? Help?
