Fatal error on 2.9.1 upgrade

Hi,
I am very new to wordpress.org and have been having some issues with load times taking forever or timing out all together. I wasn’t sure at first if maybe it was because the site was new and took some time for the hosting site to get everything built or whatever. Anyways, today I was able to get to my dashboard and saw that an upgrade was available and I thought maybe that would help solve my issues. I attempted to do an automatic install but it seemed like it would get hung up on unpacking. I read some things on here and it was suggested to disable plugins and themes, so I did that and I got:
Fatal error: Maximum execution time of 30 seconds exceeded in D:\Hosting\5450154\html\wp-includes\http.php on line 1365

Help?
