 * I have tried replacing folders to the default wordpress install and restoring
   previous backups to no avail

 * Update to Query Monitor was made when it was inactive regardless, and not a single
   plugin is running currently.
 * It does not make changes, and I have renamed the htaccess and made the default
   wordpress one

   that you overwrote the wp files. We always advise deleting the files and then
   replacing them. I have seen multiple times where a person would overwrite the
   files 2 or 3 times and suddenly wp would work again.

 * Does switching to the twenty sixteen theme help. You can do that by renaming 
   your theme to mytheme-old.

 * Deleted all core wp files and folders and added fresh ones and still same issue.
   Switched the theme and still the same problem

 * Just resolved it, found WooCommerce errors on the apache log, removed woocommerce
   and dropped the tables and imported a clean DB
