    Thanks to kevquirk!! I am on godaddy with a windows based shared hosting account. for those of you in the same situation the blank master.php goes in the main host /wp-content/w3tc-config directory, NOT the directory of your domains that you have underneath.

    Also after doing that all of my plugins were disabled and Total Cache asked me for my root host name and password and ftp security access type so it could do some housecleaning. I entered that info and after a few refreshes the Plugin activated. I had to go back and activate everything else but I consider that par for the course when you are working with caches.

    Everything is fine now.

    I received the same error message. Could you please share with me how you solved this?

    Delete the w3-total-cache plugin folder on your site. Re-upload the plugin using FTP to your site. This issue is because the files were not deleted before uploading using FTP or the automatic update process was interrupted.
