"Fallback to local password" doesn't appear to be working

    I have the plugin working correctly with LDAPS.

    I’ve got “Fallback to local password” checked as well as “Set local password on first successfull login” and “Automatic Password Update”.

    However, if I block the LDAPS connection, the wp-admin fails to login. My understanding is that shouldn’t happen with the options I have selected.

    Can someone either clarify or help me figure it out?
