I have the same problem.
I also checked it in old form that already worked before… But it doesn’t working now.
I think it got something to do with the last update of “contact form 7” plugin…
I hope it will be fixed soon

Functionality is still working in old forms but there is no way to add or delete rules, import and export do not work, rules can’t be changed.

the plugin is broken with cf 4.8
you have 2 options downgrade or do the temporary fix see here: https://wordpress.org/support/topic/not-working-correctly-with-contact-form-7-version-4-8/
My personal suggestion to all how have this problem is to download the plugin “WP-Rollback” and downgrade the contact form 7 plugin back to version 4.7
I have done this and can create new rules but I still have the problem that required fields within a hidden group fails on send….
