That error would occur when the website/server cannot connect to api.tinify.com -> 35.190.213.23. This can happen if outgoing connections are blocked, if there is a network problem or similar issues. Maybe you can check the server error logs, it should report the error and maybe some more information.

You should verify that the server can connect to api.tinify.com, for instance by pinging from the server.
