External Platform Importer not installing

From the extensions page, when I click to install and activate the external platform importer extension it never finishes installing and activating, shows a continues spin. If I refresh it shows not installed with the button available to install and activate. When I go to my plugins page it shows installed but the extension page does not recognize it being installed.I’m concerned this did not or is not installing completely or correctly. How do I get the extensions page to recognize this is installed? How do I test and confirm it is installed correctly before wasting time working on it if it is not properly installed?
