 * I installed Core Control plugin to figure out why my updates to plugins won’t
   work–see error below.
 * “ERROR”
    **Warning: touch() [function.touch]: Unable to create file D:\Hosting\
   8733513\html/wp-content/contact-form-7.tmp because Permission denied in D:\Hosting\
   8733513\html\wp-admin\includes\file.php on line 177**
 * But when I look at the external http access via the core control tool under HTTP
   Related Constants, they are all undefined… is this my problem? How do I fix?
