Who said that it couldn’t import a file larger than 2 MB? The max file upload size is set by your server – not WordPress.
I assumed WordPress set it, as the maximum size displays in the Dashboard. Even if that’s not the case, though, it’s clear that a LOT of people need to import a partial file, so it would helpful if WordPress would provide the option to export a partial file in the first place.

WP picks that data up from the max_upload_size in the server’s php.ini file.
Somebody did write an export file splitter plugin a while ago but failed to keep it up to date. My guess is that this would still be seen as plugin territory. Have you looked around for a more recent slitter plugin?
That might be the one I mentioned above. I suggest you only try that on a copy of the expert file because I’m sure it hasn’t been working for people in the last 12 months or more.
As best I can tell, it worked smoothly for me. I’ve imported the site, and haven’t found any glitches.
