Hello!
Would it be possible to place this plugin on a front-end page?
Some of my administrators does not have dashboard access, but still needs to be able to export users.

Not at this time. I’d encourage you to work with the free plugin “User Role Editor”. That will allow you to give limited access to your users, so they can’t break things in the Admin, but they can access the things that you want them to access.
