Import/Export will be remove in next update, because new WooCommerce have CSV import/export feature https://woocommerce.wordpress.com/2017/06/28/woocommerce-3-1-has-landed/

Sure it does but its a hassle better to just click this button (you just need to escape the string and force download the csv)
Same here and I’m on WP v.4.9, Woocommerce 3.2.5.
Empty file on export. Import works fine. Any and all clues would be immensely appreciated.
