Fullscreen Mode does display in my 6.2 test site.
To rule out a plugin or theme conflict, please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.

If you can install plugins, install and activate “Health Check”: https://wordpress.org/plugins/health-check/
It will add some additional features under the menu item under Tools > Site Health.
On its troubleshooting tab, you can Enable Troubleshooting Mode. This will disable all plugins, switch to a standard WordPress theme (if available), allow you to turn your plugins on and off and switch between themes, without affecting normal visitors to your site. This allows you to test for various compatibility issues.

Also wonder if ‘Fullscreen mode’ is now called ‘Distraction Free Mode’ as seen here https://wordpress.org/documentation/wordpress-version/version-6-2/#focus-on-writing-with-distraction-free-mode unfortunately, that page doesn’t seem to link to anywhere esp useful in terms of an in-depth user guide for the updated block editor – which addresses each of the headings on that page.
Which seems really odd, so perhaps I’m missing something.
Already using a default theme. Deactivated all plugins, still not there.

Update: If I create a new post or page the full suite of toggles *are present* in Options: Top toolbar, Spotlight mode, Fullscreen mode, Distraction free.
But on existing pages, only Top toolbar and Spotlight mode are showing.
That’s on Twenty Twenty-Three, no plugins active, no errors showing, Site Health seems fine. Install is pretty fresh, just default theme content.

latest version of twenty Twenty-Three is 1.1
Is your installed theme up to date?
If not, try updating it.

Ok, I’m taking some of that back 🙂
Not sure if it changed anything, but I hunted down some caching in the hosting and turned it off – but…
If I chose ‘Site editor’ only the two toggles are present (on the Home page, only ‘Site editor’ is available for some reason and I was mainly checking that after adjustments), on other pages where the ‘edit page’ option is also available and I choose that, the full suite of options are showing.

So t-p, I guess the next thing I’m going to ask is – are you seeing all the toggle options in the ‘site editor’ or only in the ‘page editor’?
