 * I have used a snippet of code in my theme’s functions.php file to add a processing
   fee of 3% to orders in my shop that are $7000 and above.
 * How do I tell WooCommerce to exclude this fee when the tax is figured?

 * Hi Mike,
 * I have already added the fees. I need to exclude the fees when WooCommerce figures
   the tax. The tax needs to be figured simply on the item(s) and the shipping.
 * How do I accomplish this?

 * When you add a fee, you can set taxable to false.

       $woocommerce->cart->add_fee( 'Surcharge', $surcharge, false, '' );
       ```
   
 * The false makes the fee non-taxable.
