 * New to WP and trying install v 2.8.4 with a new MySQL database, but receive the
   below error when trying to run install.php. All the required information in the
   wp-config.php file is correct…but, as a new user, I’m obviously missing something.
 * TIA

   include-once]: failed to open stream: No such file or directory in D:\XXX\XXX\
   XXX\XXX\wp-settings.php on line 307**

 * download a fresh wordpress copy and try again
