This should be fixed now. Monaco, and the Isle of Man, were incorrectly treated as non-EU for VAT purposes, when generating reports (in other places, we had it right). The button that this plugin adds to the ‘standard’ and ‘reduced rate’ tables is just a convenience method for entering VAT rates. There is no difference from entering them by hand, except the convenience.
