TRY:
– deactivating ALL (yes all) plugins temporarily to see if this resolves the problem (plugin functions can interfere). If this works, re-activate them individually (one-by-one) to find the problematic plugin(s).
– switching to the unedited default Twenty Fifteen theme for a moment using the WP dashboard to rule out any theme-specific issue (theme functions can interfere like plugins).
– If all the above steps do not resolve the issue, then try MANUALLY updating. Download a fresh copy of the WordPress .zip file to your computer, unzip it, and use that to copy up all files and folders EXCEPT the wp-config.php file and the /wp-content/ directory. You may need to delete the old wp-admin and wp-includes folders and files on your server before uploading the new ones. Read the Manual Update directions first.
When I switched to the unedited default theme, I could upload photos. But now I don’t know how to go back and be able to upload photos. Any tips now that I’ve narrowed down the source on how to fix?

This suggest your current theme is the issue.
some options:
– update your theme.
– if that does not help, contact the theme author/developer with your question.
What theme are you using? Where did you downloaded from?
ProPhoto 3 is the theme I use. It is updated I think. I’ve had it for several years and have never had a problem until now. I didn’t change anything, it just suddenly stopped working ;(

– Your currently used theme is not in the wordpress.org/themes/ directory: https://wordpress.org/themes/search/ProPhoto%203/
– These forums are for free themes available in the WordPress theme directory at wordpress.org/themes/. So please contact the developer/vendor directly for support with your question. You’ll be more likely to find a good answer from them, for they have the access to its code. Forum volunteers are not given access to commercial products, so they would not know why your /custom/commercial theme or plugin is not working properly. The developers/vendors are responsible for supporting their custom/commercial product. See http://codex.wordpress.org/Forum_Welcome#Commercial_Products
