This error can only happen if you have a conflict with another plugin that doesn’t handle “on the fly” coupons properly.
So far, we only encountered one plugin that created that conflict : WC Vendors Pro.
Do you use that plugin ?

The best way to analyse which plugins causes the trouble would be to deactivate them one by one till you see that the discount coupon works.
That’s only available if your site isn’t online yet or if you have a staging site.
Then, if you find out which one, you may use the WooRewards Admin interface to contact the support and tell them which plugin caused the trouble (WooRewards → Customers → (up right) Admin Menu → Support).
They will give you further instructions.
If you can’t do the “deactivation”, also contact the support through WooRewards Admin. We will try to help you to find out which plugin could lead to a coupon issue.

Unfortunately, it’s not solved. I got pulled onto something else. I realize you had no way to know that.
I just came back to the project and it’s still an issue.
This site has a lot of plugins.
I have just tested against WooCommerce Coupon Shortcodes, which did not change the behavior.

In that case, contact our support directly by sending an email to support@longwatchstudio.com and describe the problem.
Please also send a list of the plugings used on the website and try to sort all the plugins that handle coupons.
