error updating to latest version

    Please can anyone help me? I was updating to the latest version of WordPress & have now got this error

    Fatal error: Call to undefined function wp_installing() in /websites/123reg/LinuxPackage21/ma/mm/am/mammamia-restaurant.co.uk/public_html/blog/wp-includes/functions.php on line 1362

    I have tried to go back to the updates page but only get this error, please help!
