You can ignore the error, the translation should still work fine. Poedit simply does not like the % sign here.
After the translation, you have to generate the .mo file and upload it to your server.
If not all strings are translated, it can be that the global language files are still loaded. You can find the global translation of Maxwell on https://translate.wordpress.org/projects/wp-themes/maxwell
It is not complete, so some strings are not translated here. If you create your own translation files, you have to replace the WordPress Core ones.

Btw the easiest way to translate Maxwell is by using the tools on WordPress.org: https://translate.wordpress.org/projects/wp-themes/maxwell
After the translated strings are approved, WordPress Core will automatically generate the .mo language files and provide them for all websites via a WordPress update.
