I get this message when I try to upload pics- Unable to create directory wp-content/uploads/2013/02. Is its parent directory writable by the server?
    What does this mean?

    A) Manually create the folder.
    B) Consult with host on how to set write permissions for WP to create this folder when required.

This might help on the permissions, http://codex.wordpress.org/Changing_File_Permissions

Where do I go to change permissions? or to create a folder?

Sign in to your hosted account and use whatever they provide as a file manager or use ftp. http://codex.wordpress.org/FTP_Clients

You need to go here, wp-content/uploads/ and create these directories, 2013/02

You get this error because you don’t have the correct permission set on wp-content/uploads folder. Just solving this issue is not enough, you have to use a FTP client and modify recursively all folder and files access.

Folders need 755 and files 644. Other folders and files may have improper permissions and this is usually a flaw in your website security.
