I upgraded to a new version of wordpress and now when I log into my site I get the following error:

Fatal error: Cannot redeclare class OAuthSignatureMethod_HMAC_SHA1 in /home/content/33/8503333/html/wp-content/plugins/wordpress-dashboard-twitter/inc/OAuth.php on line 118

Any suggestions on what happened and how to resolve?

Seems like you have another plugin active that’s using the OAuthSignatureMethod_HMAC_SHA1 class, too.
