A 403 HTTP status response means “Forbidden Request”, meaning something is blocking access to the REST API on your website (see: Is WordPress Popular Posts compatible with security / firewall plugins?)
Make sure to allow WPP access to the REST API so it can do its job.

Try visiting that URL using a web browser while being logged out from the admin dashboard (or use Incognito mode).

If you’re able to view it then access to the REST API is not being blocked, the problem is likely something else.

I use rocket cache and clear cache every 8 hours, may I have to exclude some route?
No, that should be fine. If that’s the case then I have no idea what’s going on. You’ll need to do some more debugging (or get a developer to do that for you) in order to figure out what’s causing these 403 Forbidden error messages.
