Error after adding theme

When trying to access …/wp-admin/ I get this:

Fatal error: Call to undefined function add_theme_page() in /home/hampstea/public_html/search-engine-optimisation-tips/wp-content/themes/almost-spring/themetoolkit.php on line 84
